There is no reason for the alcohol and tobacco part. The firearms (yes, 2A) and explosives could be melded into the FBI. With respect, sir, you have that exactly backwards. Excise taxes, such as on alcoholic beverages and tobacco products, are entirely consistent with the Constitution. See Article I, Section 8. Infringement upon the right of the people to keep and bear arms is entirely forbidden by the Constitution. See Amendment II.
