That's not a quid pro quo. Advising Mayor Adams to change course to avoid political fallout and save his city isn’t an exchange of favors—it's just giving advice.

OF COURSE it’s a quid pro quo. If he didn’t commit a crime Adams could tell him to screw off without consequences.
