Every politician and every journalist need to be investigated to answer, who are their spouses and family [parents, children, siblings] and all of them need to be investigated and tracked for wealth trends are are they part of the network of corruption.

pure and simple solution to end this fake "war" is to just agree to stop stealing and pay back ( or at least agree to make an attempt to ) a fraction of what has been stolen
