Science used to police itself. Before something could be printed it had to withstand serious peer scrutiny. To falsify results brought scorn and possible excommunication from the community.
Nowadays, articles get printed with almost no scrutiny, and there is no shame attached if the findings are later proved incorrect. Lie, rinse, repeat, and cash another check.
