I suspect the receipt checkers focus on mild, respectable-looking people who are unlikely to harangue them or punch them out. "Yes boss, I checked 17 church ladies, 2 nurses and a grandpa the last 20 minutes."

Around my parts, they do that when they see something that isn’t in a bag. If you get a case of pop, for example, you’ll get checked.

At my local WM the Greeter will check a receipt only if the customer has unbagged items in the cart. Thieves who catch on to that simply bring WM bags in with them!
