From my experience in the wood pulp industry- put huge tariffs on Canadian wood pulp and paper now slowing those exports. No manufacturer wants to shut down his plant in winter

The downside is Alberta and Saskatchewan wood pulp is a huge supplier to US toilet paper mills.

Maine is the most heavily forested state in the U.S.

The mills here have fallen on hard times in recent years, but there is plenty of wood pulp here.
