Shouldn’t they commute on ships?
Seriously though why does the Navy have to have 1000s of employees in DC? Move them to another port city.
Several Navy commands are in the DC area. One off the top of my head Naval Sea System Command, Chief of Naval Operations command. Those in Crystal City Arlington, VA. There’s more but those two popped into my head.
