I have no idea how the ominous federal government operates, but if it is anything like the way the big 3 automakers used to operate they would go way past 100 days and if a supplier complained they'd just threaten or actually go find another.

Years ago I worked for a firm that did lots of government work. I had some very low billable hours (on other projects) and my boss told me I could charge the rest of my hours to his government project.
“But I didn’t work on it, and that would be wrong.”
“Well, not really. We are already going to get the money in the contract as it is lump sum. But it will just look better if we have hours charged to it.”
“Sorry - I’m not going to do that.”
“Well - it will make you look better too. With your low billable hours that doesn’t look good when layoffs come around or raises.”
“I guess I can worry about that later. No.”
A few months later he requested the same thing.
I tossed my time sheet on his desk. “We’ve already had this conversation.”
A few years after I had left them they got in trouble by the government for overcharging and faking their numbers. Only the government can waste tax-payer money - not government contractors.

Lots of people pop out kids...I see thousands of them on the true crime court cases on youtube.
They may as well have been born in prison or rehab...or the grave...never have/had a chance. It’s heartbreaking.
And even the middle class kids that look like life is all sunshine and rainbows..no one ever knows what goes on behind closed doors.
I KNOW you are making a difference in young lives..
Real men aren’t necessarily the ones that reproduce. that’s the VERY EASY part.

Yeah, if codes and explanations are not included so audits are difficult, the payment should be withheld until things are properly filled in and explained.
