My understanding is that western Ukraine is pretty worthless and that all the minerals are in the Donbas, which is now part of Russia. So Ukraine has no minerals to give.

Yes, in Donbas. Which is one of the reasons Russia seized it.

I saw a map of Ukraine mineral deposits...seem to few more than a few rare earth elements in western Ukraine....if one googles “Ukraine rare earth elements map”...you would get a better idea...lots of info out there...
