The key word is ‘could’ meaning there are major problems to be worked out first.

The optimized system was able to cool the surrounding electrolyte by 1.42 K, One and a half degrees of cooling.

A relative of mine (by marriage), took out the lightbulb in the refrigerator to save money on electricity, because she thought it stayed on all the time.............

"A breakthrough in thermogalvanic refrigeration could make cooling cheaper and greener by optimizing electrochemical reactions, boosting efficiency, and expanding its practical use."
Might be good for devices that condense potable water from the air in disaster relief circumstances.

And then since the refrigerator was dark inside it took her longer to find what she wanted. Oh well, it made sense to her. :-)

The key word is ‘could’ meaning there are major problems to be worked out first. I'm guessing electrolysis will curtail the life of everything metal it contacts, and that the resulting ions would corrupt the electrolyte and degrade performance.
