The optimized system was able to cool the surrounding electrolyte by 1.42 K,  One and a half degrees of cooling.

A relative of mine (by marriage), took out the lightbulb in the refrigerator to save money on electricity, because she thought it stayed on all the time.............

Thermo-electric devices have been around for ages. We use them here at work to cool down electronic sensors.............

I'm guessing electrolysis will curtail the life of everything metal it contacts, and that the resulting ions would corrupt the electrolyte and degrade performance.
