This has happened in England as well. "Campaigners" are winning these cases on the back of poorly drafted laws passed by a timid parliament

Scotland is a situation where phrasing is crafted to be as absolutely deceptive as is possible. For example, Scotland is said to have 60% of the oil reserves of the EU.
This is true, because the EU has pretty much nothing. And this is true because Norway is not part of it.
The general estimate for what’s left in Scotland’s portion of the North Sea is 10 or 20 billion barrels, but that’s boe, not oil. Barrels of oil equivalent, which usually means natural gas liquids plus natural gas plus oil. 10 or 20 billion barrels of boe is not impressive mostly because gas flows so quickly and the wells empty so quickly.
The bottom line being it doesn’t matter what their laws say about drilling or not drilling and whether or not they are prevented from drilling for whatever reason. They want to be paid to drill. Not paid to find oil or gas. They want to drill because that’s how they get paid. They literally don’t care if they don’t find anything. The check will already have cleared.

There are theories about the formation of oil. Abiotic is a buzz phrase that came out of the Soviets many decades ago meaning that oil came from something other than dead life be it plant or animal or microscopic.
There does seem to be some significant consensus that regardless of how oil is formed, somewhat More than a century of knowledge base informs us where it can be found. Meaning, in general, it does not matter how it’s formed. It matters only where it can be found.
The major oil services firms like halliburton and Schlumberger have major departments called plug and abandon. That’s what you have to do with an oil well that has gone empty. In fact most states have laws requiring firms to poor concrete down the bore if a certain period of time has passed during which no oil was collected from that well. It’s not cheap to do this. It is a cost of doing business and it is a significant cost of doing business and many small companies have tried to just walk away from that empty hole and left it as an orphan well to the state to plug in abandon.
Lawsuit start but the firm was arraigned as an LLC and there’s nobody to sue or rather no assets to sue.
So when you ask how long will it be to replenish naturally obviously the major companies of the world don’t expect Wells to refill or they would never be plugging and abandoning them they would pour oil down into them to extract it back out and reset the clock on when they have to plug in abandon.
Nobody does this because the oil wells do not refill. And classically when confronted with someone who is absolutely sure that abiotic oil is always forming oil and that it can be found anywhere even if that anywhere has already been drained you simply tell the person to go on out and find on empty well and offer to buy it. The owner will give him a pretty good price because it’s worthless.
That was a convoluted answer to your question as to how long it takes to refill. Probably millennia.
It is late, but I clearly recall that wells (Fields?) refilling over time is NOT all that unusual.
I recal OK and TX examples.
If the well is plugged no one would know.
“Discussions” on how hydrocarbons are formed seem ridiculous. On the moon Titan there are oceans of hydrocarbons. It rains hydrocarbons. I sincerely doubt that dinosaurs and ancient savannahs were on Titan.
We have only drilled a few miles into the Earth. There are thousands of years of energy under our feet. When The Great Cold returns, there will not be much ‘discussion.’
Maybe Scotland would like to become a U.S. State.
So let’s see.....cannot drill for oil and gas in the UK even though it would generate jobs and tax revenue and even though the UK needs to import oil and gas. In the name of saving da Erf, Gaia Worshipers would rather somebody else drill for oil and gas then burn more oil and gas getting it to the UK where it is needed....thus expending more oil and gas than would be the case if it were just drilled there.
Gaia demands this sacrifice. It is actually good for the environment to expend more oil and gas this way because......reasons.

As a nation with resources that you refuse to extract and utilize or release to the market (add to the pool) you should not be able to purchase that resource on the open market. If you do utilize your resources and need to supplement same, welcome.
