Keep in mind that the TSP funds by government funds total about $400 billion — managed by Blackrock. That’s part of the leverage BlackRock has to invest in other things (like Exxon).

Perhaps money management firms like Blackrock, State Street and Vanguard should be prohibited from voting the shares that they manage for others. The voting rights should remain with the owners, not the managers. Cut out the middlemen.
