When temperatures are near 20F, even indirect fire of a water-glycol mix from a water cannon will demotivate a mob pretty quickly.

A water cannon is a bad idea. They would be few in number against a crowd of 20,000 or more. They would cause harm to innocent bystanders.

Almost everyone has a bottle of water these days. If someone in the crowd causes trouble, those around that person should open their bottle and throw it on the troublemaker. Very effective and the police can’t even arrest you for carrying and emptying a bottle of water.
