Wouldn’t an allowance be if she was doing chores? This sounds more like reparations. He’s paying reparations.

This plan would mean reparations for all women to be paid by all men. Would put the black caucus to shame for being nickel and dime.

I'd call it a stipend. I think the term "allowance" is too demeaning for an equal partner, personally. Allowances are for children; stipends are for adults.
