Exactly, this couple did it all wrong.

You fill out a form and apply to the State Department as a non-profit entity in the US, then claim federal tax exemption status to the IRS, and pay yourself a big salary from the "contributions" to your NGO, and your human trafficking operation is all legit. You don't even need to be a US citizen to register as an NGO in the United States.
