In my opinion? I think it will be a long time before the burned homes are replaced. Slow process.
Many may just decide it is time to build elsewhere (outside of CA madness). The paper work for new home in a metro area is incredible.
Many of those in the Palisades have owned the homes a long time. They might be safer in less populated area. It seems that CA in general is getting more and more dangerous to live in.

I think you are right. I believe also that many smaller lots down in the flats of Palisades will be combined to make more mega mansions.
