This is what in high school I called "the overkill theory". It is founded on the notion that if you use enough words the reader will give up and hand you a passing grade on the basis that you must have the right answer in there somewhere. Sometimes it worked but most of the time (for me anyway) the teacher saw right through it and gave me a C (thankfully I rarely made D or F).

BIden and Harris are using the overkill theory on the entire country, and most of us aren't buying it.
