In Third World nations, when law enforcement collapses, citizens begin taking the law into their own hands.

Citizens "taking the law into their own hands" is usually something like lynching the person from the nearest tree.

In this case, the citizens apprehended the suspect and held him peacefully until law enforcement arrived.

Most people don’t realize that cops, courts, and prisons don’t exist to protect good people from bad ones. The opposite is true. They exist to protect the bad ones from lynch mobs.
