A fellow programmer, but from up north, told me in about year 2000 that the asphalt is mixed differently up north. Yes there are major differences like if the roads are plowed or sanded or salted up north. But also, according to him, the asphalt here in the south is made more to handle heat and not crack as much in heat, with the downside being that it's more coarse and has more gaps for ice to grab ahold and not let go as easy. Thus, when our roads ice in the south (according to him) the ice stays on the road longer.

Plus, with our humidity the ice on the roads is ice and not dry snow. Thus it's slicker. He said that he moved south and thought, "I'm from up north I can drive on this like it's nothing." Be he said he too had a learning curve to driving on southern icy roads.

My brother in-law from Chicago used to make fun of us until he ended up in a ditch during one of our ice storms.
