It's a system problem, not just a fix this and all will be well problem. You encourage waves of immigration to increase land occupancy, drive up costs of having a home, decrease wages and the fraction of wealth going to the class that provides intellectual or physical labor, and family formation and reproduction will decline. So you import more people. And on ig goes. A weekend vacation at the beach used to be within everyone's reach. Anyone could own a small boat or a set of skis and go off the the lake, or river or bay or mountains to get recreation. Now these are all expensive pursuits for the leisure class.
One way to begin to address the problem is that you stop the feedback loop based on mass immigration that dispalces the people you want to reproduce. It has been going on all of my adult life. It began with the inflation under carter caused by the CIA war in Vietnam started under Johnson and extended by Nixon and peace with honor Kissinger.
