Judging by the shadows of the trees and the shadow along the shoulder, that shoulder has a foot or so rise before sloping to the ditch, which would force the water stay on the paved shoulder. Was there a drain where the hole is? Because if that was a gutter along the edge of the paving, with a storm drain, the water may have been bypassing the drain for a long time, eroding the ground underneath.
