I don’t think they did, because Putin provided them tanks and ‘training’...in other words, the Russians sometimes ‘happened to be drawn into the fight.’

So if Syria’s government didn’t complain, then Putin wasn’t acting illegally, at least when Syria was a country back then. Now the US-funded terrorists there were very likely complaining, but they weren’t the ones running the country (back then, at least).
