I’m not seeing how a falling tree would disturb a grave. Just cut the tree up and haul it away.
So this looks to me like just another money grab. Quick, approve this £18,000,000 request or many terrible, tree-related things will happen!

Tree fall often pull roots from groun which could expose coffins/remains.
I have a similar situatio in an old pioneer cemetery not maintained by anyone. Cemetery located inside my property lines but dont believe technically my property. Many burial sites like this in rural America dating from the early 1800s

I suppose a tree hitting a monument/headstone could cause some pretty good damage.
