Low life like the pit bulls because most are felons who are prohibited from owning guns.
IMO they use the dogs to intimidate and induce fear in people. This is what they get off on and the intended purpose of the dogs. If they had the means they would do exactly the same thing their dogs do. But this way they have limited liability.
