Obama split the government records portion of his presidential library from the rest of his 'legacy' museum etc. and added a small public library to the latter. It saves him money and gives him more control. Adding the public library is a first, and it will possibly benefit the community. Obama is all ego so I assume he wanted guaranteed foot traffic.

In May 2017, Obama’s team made the surprise announcement that there would be no NARA federal presidential library at the center.

Not including an official NARA-run presidential library in the Obama Presidential Center saves the Obama Presidential Foundation, which is raising the money for the center, tens of millions of dollars.

NARA presidential library buildings are privately funded, and the agency mandates an endowment equal to 60% of construction costs of the library. NARA also has expensive design, security and structural requirements to meet its standards to store archival materials in perpetuity.

I would think the function of the presidential library is to create paper copies of digital records and we can lease the records to other universities or government agencies when requested.

Over time, digital records may disappear but we'll have the copies on paper.

The Obama library is the 14th NARA presidential library and first to be virtual. Once the processing work in Hoffman Estates is done, the Obama library won’t exist as a permanent, stand-alone building.

Let me guess: no one will have access to anything from the Obama years. Materials will be mysteriously unavailable for examination. What you’ll be able to see online will be only what they wanted you to see.

That’s about 25 million unclassified paper documents, by NARA’s estimate, and 35,000 physical artifacts, including gifts given to the Obamas.

seems to me it can't be known that every one of the 25 million paper documents are unclassified.
NARA never had actual, physical control of those documents.
