I used to live a few miles east of that location. I would have to go through it to get to Midway Airport. The area got pretty bad after State Street, but I thought it got better again once you got well past the Interstate. Of course, my memories are mostly from the ‘80s.
Back in 2016 I drove from Midway Airport to Michigan City Indiana and, if it wasn’t for the snow, I would have thought that I was in Phoenix there were so many Hispanics. There was one more obvious difference than the snow however, it was so cold at 0°F that all the Hispanic were grey instead of brown. I am certain that they were doubting their choice to move there.
