Actually, the parole board had denied Horton furlough, but courts agreed with his lawyer that as the recently enacted relevant legislation was worded, he met the conditions for "prerelease" furlough, even though he was serving a life sentence, and the parole had to grant it. Dukakis was not involved in decision, except that he had signed the legislation without understanding the ramifications. It is likely that the legislators who voted for it did not anticipate the how the courts would interpret it, either.
Incidentally, it was Al Gore during the primaries, not G. H. W. Bush, who initially introduced the issue of Willie Horton. The Bush campaign never sponsored the Willie Horton revolving door advertisements, those were by an independent political action committee, and "not paid for or approved by any candidate or political party".
