Concerning the Minsk Agreement, it is evident that that Russia neither withdrew its forces nor handed over the border to Ukrainian control, both of which were required by the agreement. In regards to Ukrainian "neo-Nazis", Putin has made it clear that he does not recognize Ukrainian independence from Russia (see
Vladimir Putin, On the Historical Unity of Russians and Ukrainians (2021)). For Putin and other Russian nationalists, Ukrainians are only misinformed and disobedient Russians. Thus all those Ukrainians who oppose Russia are labelled "Nazis". It should be noted that among Putin's stated war aims is not only the annexation of the above territories, but also the forced imposition of a pro-Russian government.
