Not true. In addition to demanding that Ukraine withdraw from the rest of Donbas (Donetsk and Luhansk), Putin is demanding that they withdraw from the rest of Kherson and Zaporizhzhia. In addition, he is also demanding the forced imposition of a pro-Russian government. In other words, he wants total surrender.

And as for Donbas, while it is majority Russian speaking, the majority of the population is ethnic Ukrainian. Nor was it traditionally Russian territory. It has traditionally been recognized as Ukrainian land and was formally recognized as such by Russia in 1918 and was so recognized under the Soviet Union, i.e., for the past 100 years.
