If Russia refuses, why not cancel Ukraine's membership in NATO permanently? Russia would probably agree, and, in return, abandon all claims to Ukraine's land.

That should be Step #1.
Taking Ukraine into NATO was a deliberate provocation by the Nuland/Obama/Biden jungle-thugs. It was a deliberate provocation. 100%. There was only one purpose: start a war.
