D.C. is incapable of ruling itself. Fire everyone and rule from congress.
That won't matter once DC imposes a ban on gas powered vehicles for the peons. Only the government elites will be allowed to use them.
So the law stays on the books.
Bit it may or may not be enforced.
Bottom line: DC wants more MVAs and pedestrians harmed.

The emptiest city I have ever seen was Washington DC at 7:30AM on a Saturday. We parked a block from Lafayette Park for an FR event.
DC does roll up the sidewalks downtown. The Mall is somewhat busier at that hour because joggers and cyclists are out, as are attractive parks in most major cities.
It will be interesting to see what happens going forward. The Mall and the central business district are ringed by residential neighborhoods, and we have gentrification on steroids. Several of those neighborhoods are quite attractive and are hopping in the morning. They have a pulse in the morning, as healthy urban neighborhoods will.
As one approaches the monumental core, however, one encounters our belt of big government office buildings, and those are dead zones on weekends. Downtown used to be a major shopping district, but the big department stores all went toes up in the great retail meltdown. Aside from the Mall, there’s really not anything that would draw people downtown early on a Saturday.
There is interest in developing more downtown housing, but I am still agnostic about whether that will develop critical mass.
