I was suspicious about that too, but he really is blind. Details buried far down in the article describe how the man became completely blind (I think by his teens) due to glaucoma, hypertension, and other conditions.
Reportedly in Britain denial of service due to a guide dog is unlawful, but it is a criminal offence only for taxis and similar conveyances. For restaurants, inns, etc., it is a civil matter. Collecting evidence, suing, and maybe getting some pittance is on the victim — a ridiculous burden on a blind person. It’s hard enough just to get around for life’s essentials.
I’m guessing dog-hating South Asians are the main jerks discriminating in Britain.
