That can be done, to a degree, but the more potent response is to disregard uncooperative local authorities and promptly conduct effective and efficient federal enforcement efforts.

Do it all: workplace and residential raids; require proof of citizenship or legal residence to own property, have a bank account, or transmit money; tax remittances; embed federal immigration enforcement in transportation, including buses and trains; subpoena records and embed federal agents in local jails and police headquarters doing immigration checks; and stop traffic with immigration checkpoints when necessary.

Also, put local and state officials under investigation for harboring illegals. Make their lives miserable and wreck their budgets with massive legal fees and ancillary costs. A few weeks or months of that and they will beg for mercy.
