Technically, it can be made in the U.S., but is rare. Quite a bit is made in Puerto Rico. But mostly in Mexico.

To compare, a few years ago, there used to be tea you could buy that was grown in Hawaii, but I am not sure you ca still get it. I heard it can be grown in South Carolina, but I've ever seen it. Tea just isn't easy to grown on U.S. soil, and is probably too expensive when it can be.
