There is nothing about parties in the Constitution, so the Rat party can be outlawed.

There is nothing against political parties found in the Constitution well, as Madison describes in Federalist #10 (doesn't like them but doesn't prevent them from forming due to his faith in mankind's reason abilities).

Unfortunately for Madison's POV he was wrong and the Anti-Federalists were correct. The Republic was not large and varied enough to control factions (In our case two, Repubs and Dems eventually) to counteract their control over individualism. Still, you had to rely on the will of the people over anti-freedom controls (Wold-be Constitutional provisions that stymied "free will") to prevent factions. Madison's faith in human nature was wrong, we are tribal creatures in general and flock to factions, yee-haw.
