You wouldn't ask a bunch of clerks to rewire a large commercial building. You'd want people who already understand electricity, and preferably some who were familiar with that particular building.

There are plenty of conservatives who understand Washington, and want to reform it. Putting in people who don't understand all the regulatory, legislative, and constitutional nuances is asking for good intentions that lead nowhere.

No, I wouldn't want clerks to rewire a building. But at some point I'm gonna change electrical contractors when the current one keeps botching the job and pocketing my money, year-in, year-out.
