Yes the Governor appoints the replacement to fill out the term for the senate.

Rubio may be something of a RINO, but he has been loyal to Trump. Pompeo and Haley were not and are out in the cold. His selection will clear the seat for a more conservative Republican, maybe DeSantis. With Trump winning Florida by 14 percentage points, I doubt the Democrats will waste much money on a challenger.
