I think that's the main reason. In the Virginia race for governor in 2021, the Democrat candidate insisted that the government, not the parents, have the right what to teach their children about transgenderism saying "'I'm not going to let parents come into schools and actually take books out and make their own decision... I don't think parents should be telling schools what they should teach'". The people of Virginia thought differently and flipped the office of governor red, for the first time since 2009.
The dems didn't learn from this.
