Justice department guidelines have no bearing on the plenary power that a president has to issue pardons. That power to pardon federal crimes is unlimited in the constitution.

Those links are very interesting.I will be spending some time researching them. As for limits on the President's power to pardon I would think that the only important one is that the President cannot pardon him/herself. That's why I mentioned President Kommie. I,personally,can see The Big Guy resigning before 1/20...making her President.

That would be cheered by Rat Party hacks. "First female President"! "First female of color President"! And it would allow her to pardon The Big Guy himself.
