The reason E.O.s have become problematic is because the Executive branch agencies effectively (and Unconstitutionally) write laws while bypassing Congress, aka Administrative Law.
These agencies need to be abolished.
Congress likes that way that way they avoid responsibility. Blame gets deflected to the administration agency.
