I would say the EO is a direct result of the Pork barrell politics.
ANY bill that comes across is now 10k pages long and loaded with so much unrelated legislation to the bill’s “intended purpose”.
The country and C In C.. MUST have some degree of being able to act immediately, in certain circumstances. So, EO MUST be preserved. But severely narrowed in scope.
If you REALLY wanted to change things.. Give the president a line item veto power.
Force congress to pass clear, single issue/ single focus bills.
Put Congress back to work doing their job of managing the purse strings, advise and consent and oversight instead of the K-street candy store of endless legislation to flood the CFR.
The EO is being used for things never intended. It is not instead of Congressional Acts and Law. It is supposed to be an administrative tool of existing law.

Our politicians (notice I didn’t say representatives, that horse left the barn a century ago) run their entire campaigns on the total dollars worth of worthless projects they can bring home. Bridges over nothing is a good example.
Cut the pork out of every bill. Every issue needs to stand on its merits, or die.
