yes, a lot of base files list\descriptor
- district info
- precinct info
etc..

and a lot of what looks to be header and trailer type info

but the actual voting data files ? kinda no clues - way above my head.
Candidates are listed as IDs. I don't see a candiate ID file that would list names

If all the data was in one giant file it would waste a lot of file space. This is the first normal form as is analogous to a paper spreadsheet. What constitutes a 'form' is only really relevant to a computer scientist or a developer dealing in data structures.

Your data would be saved in a number of different file such that the storage size is minimized. This is called the third normal form.

If you want to find the relevant candidate names look for a small file with some relevant title.

Your viewing program uses data from these different files to build up views to present the data to you in a meaningful manner. These presentations can be in the fourth through eighth normal forms.
