After almost three years of quiet, whip-cracking is back in downtown Reno.
In 2021, the Reno City Council passed an ordinance banning the possession and use of whips without a permit after receiving numerous noise complaints. A year later, the RGJ reported, the complaints were finally quieting down.
But the Reno Police Department posted on Instagram this week that it's seen an uptick in the use of bullwhips downtown in the past two months and has cited or arrested 11 people for the prohibited noise-making.
