I’d use BOTH private and FBI background searches.
My own Top Secret (Code-Word) clearance was very thorough. Every name I’d listed got a visit. One question asked of me (on paper) went, “Are you associated in any way with the W.E.B. DuBois entity?”
William Brennan, that Arab-speaking Commie who admittedly voted for CPUSA (Communist Party USA) candidate Gus Hall, should already have his clearance revoked because of his associations.
Using both private and FBI screenings will tell DJT a great deal about his Top Secret screenings AND THE FBI!

Tulsi is already good to go; she has a clearance from the Army. Musk has government contracts, so the DHS has already done some vetting. Get RFK, and anyone else he already plans to put on a cabinet vetted now. Then, on Jan 20th hit the road running. Some of his other picks were vetted during his last go-around. The big thing will be finding and vetting current and former Assistant AGs so he can fire the lot of them. Also have someone in mind for Wray, Austin, State and CIA. Start looking for someone to replace the DEI Head of the Joint CHiefs.
The current US military is just as bad as other federal agencies. There is no where that Obama/BiteMe hasn’t destroyed or ruined save maybe the US Marshalls.

Nope… at this point bypass them. They are too corrupt and there is no time to play games to “catch” them foot dragging etc. The DC party and intelligence community cannot be allowed the use of their normal road blocks.
Also it diminishes them by reminding them that the president makes these decisions, not them. Right now they have the idea that he can only appoint people they approve of.
OPM does it at the pleasure of the President. He can override then, or bypass them if he needs. The power is the president’s. OPM is staff.
Here is the deal. “If” he gets elected it is only the beginning of the war, even with his strong showing they are going to blatantly steal this anyhow. So IF he is elected they are going to be like flies on crap all over him from day one he is president “elect”.
All three branches of government hate him, both the house and the Senate, and John Roberts all hate him. They will be making a list of charges to impeach him before he is even inaugurated. Why purposely give THEM a truly legal reason to add another item to that list?
If he appoints someone and the FBI denies their clearance then he can hot seat the FBI. It would then give HIM a truly good reason to act on or restrict the FBI because they acted on political grounds. He would then have the upper hand on the FBI LEGALLY.
Let the FBI hang themselves rather than open himself up for another legal charge they can use against him. But I understand what you are saying, he needs to take control of the situation. And he absolutely needs to. But HOW he does it is going to be very important.
Instead of falling into traps he needs to set traps and let THEM fall into them. Let them trap themselves... Then act with his presidential powers with good just reason.
The FBI has already hanged themselves. No need to set traps. They have been illegally spying on him since at least June of 2016. They have perjured themselves, set him up, raided his lawyers, raided his house, went through Melania’s underwear, planted evidence, wiretapped him, falsely prosecuted Mikey Flynn, Steve Bannon, etc etc.
No need to set them up. And no reason to gove them three or 4 or 5 months to refuse an appointee. Eff em.
