Pakistan has weak infrastructure and high security costs so few companies are willing to embrace the risk and expense of development. China is likely to be the only serious suitor and will drive a hard bargain.

There is oil just about everywhere if you drill deep enough. It pools somewhat due to geology deep underground but it is pretty much everywhere.
