1. The outside sounds sealed to me. In fact, if you watch him open the 2nd one, not only can you hear him unsealing it, but visually too as he's taking more effort to open that one.

2. Because a state "does not allow" election workers to begin processing ballots until 7 a.m. on Election Day ... that is a guarantee that no ballots will be tampered with prior?
