A woman cannot be ordained a priest, deacon, or bishop in the Catholic Church, any more than a lentil-flour cookie can be consecrated in the Eucharist. The matter of the sacrament of Holy Orders is a baptized man (vir), and the matter of the Eucharist is wheat bread. You can’t do baptism with Diet 7-Up, only water.

Apparently this is a biological male. It would be interesting to know who performed the ordination. Old catholic, I suppose.
