I wondered about that very thing. North Korea as with Russia have different rules on medals. In the US military if you “win” or “earn” a second award you add a “oak leaf cluster” to the ribbon.
They don’t do that in North Korea. You wear a medal for each one you have.
Now here is the kicker, you can also wear your father’s and or grandfather’s medal. This explains why there are so many. It is more a family history then an individual history.
At least this is how it all works.
