Pretty much every country outside of the United States is "third world" in this respect. There is a long chain of grifters handling the funds until at the end of the line some poor Lebanese schlub gets a bottle of water and batteries for his flashlight. If he's very very lucky, maybe a granola "energy bar" and a disposable "moist towelette" too.
I suspect the first 50% or so goes right back to our politicians.
The cut is likely much less when the money is spent domestically.
