Is the foolish author trying to imply, falsely, that the Carolinas have not experienced big Hurricanes before the “modern” era.

Climate has always changed. The continual use of this phrase is intended to quash any critical examination of the assertions made.

The simplest underlying assertion ALWAYS is that "raise taxes" and what Madame Clinton worried about so recently, essentially obey or "we lose control."
